The largest cost driver is almost never engineering. It is asset production and the number of approval rounds.
What the first two weeks look like
Week one is the mechanic: a rough playable on a phone with placeholder assets, judged on feel rather than fidelity. Week two is the decision, build it, change it, or kill it before real money is spent on art direction.
Everything is handed over. Code is yours, documentation ships with it, and no system is designed so it stops working when the engagement does.
